JPA Benefits Account Manager I

SALARY: $97,882.40 to $111,938.24 Annually (Range 60)

LENGTH OF SERVICE: 227 Days per Year/12 Months

POSITION DESCRIPTION

Under the direction of the JPA Employee Benefits Manager, the JPA Benefits Account Manager I will assist with managing benefit portfolios for member districts for the California Schools Employee Benefits Association (CSEBA). The JPA Benefits Accounts Manager I will be a liaison for member districts, providing them with day-to-day client service, including assisting member districts and district employees with benefits, eligibility and claims inquiries. This position will also assist with managing the marketing of group benefit insurance programs and assist with managing the request for proposal process.

ESSENTIAL JOB FUNCTIONS

  • Assists with managing employee benefit projects that support and service benefit portfolios for member districts for the California Schools Employee Benefits Association (CSEBA);
  • Provides day-to-day client service to member districts, including assisting member districts and district employees with benefit, eligibility, coverages, options, due dates, timelines, claims, service accounts and other inquiries;
  • Verifies benefits, premiums and other insurance documents;
  • Assists in the coordination – and transfer of data to external vendors, plan providers, auditors and consultants;
  • Assists in managing new employee enrollment, including medical and pharmacy plan eligibility;
  • Resolves eligibility issues, billing and other issues;
  • Assists with marketing group benefit insurance programs;
  • Serves as liaison between member districts and vendor partners, carrier representatives, brokers, consultants and other administration;
  • Keeps abreast of and assists with educating member districts regarding CSEBA governing laws, state and federal benefits compliance measures and government regulations, other benefit program trends and prevailing employer practices, new products and other industry information;
  • Develops and maintains detailed, complex record keeping systems, databases and spreadsheets;
  • Prepares correspondence, reports, forms and other materials;
  • Attends or assists with meetings, trainings, workshops, health fairs, webinars or presentations;
  • Manages new business requests for information and assists with requests for proposals to ensure timely submissions and responses;
  • Performs related duties as assigned.

JOB REQUIREMENTS

Experience working with employee benefits; facilitating trainings or workshops; working with computerized record keeping systems and databases;

Skill in the use of PC computer systems and software applications; interpretation and application of agreements, contracts, laws and guidelines related to health and welfare programs; project management; developing solutions for program needs;

Knowledge of group benefits product lines (i.e., medical, dental, vision, life, AD&D, disability); insurance terms; federal and state legislation and legal issues related to health and welfare benefits;

Ability to analyze, interpret and apply laws and regulations; maintain accurate records; exercise sound judgment; administer innovative plans, programs and services; prioritize and manage multiple projects simultaneously; communicate effectively in oral and written form; establish and maintain effective relationships; work cooperatively and effectively with a diverse groups; travel to various locations;

Physical Abilities include sitting for extended periods, lifting, carrying, reaching, pushing/pulling, fine manual dexterity, talking/hearing, and near and far visual acuity/depth perception/color vision/field of vision


MINIMUM QUALIFICATIONS

  • Two (2) years’ experience in employee health and welfare benefits, sales and marketing or other related fields;
  • Two (2) years preparing reports and databases;
  • Possession of a high school diploma (or its equivalency) or higher or possession of a GED.

DESIRED QUALIFICATIONS

Experience in employee health and welfare benefits in a school district, county office of education or non-profit joint powers authority or health benefits industry.
